Transfer of Civil Servants

From Outside USU to USU

Terms:

  1. Original letter of request to move addressed to the Minister of Education, Culture, Research and Technology of the Republic of Indonesia (signed on a 10,000 stamp)

  2. Original statement of approval to accept from the Universitas Sumatera Utara

  3. Original letter of approval to release from (Home Institution)

  4. Original certificate of Free of Findings from the Inspectorate General

  5. Original certificate of courses taught from the Faculty

  6. Original certificate of lecturer and student ratio from the Faculty (Lecturer)

  7. Original certificate of physical and mental health from the Hospital at least type C

  8. Original certificate of free drugs and illegal drugs from the Hospital at least type C

  9. Original statement letter is not currently in the status of learning tasks from the authorised official

  10. Original statement letter is not in the process of a criminal case for committing a criminal offence

  11. Original certificate of never being subject to severe disciplinary punishment in the last 2 years signed by an authorised official

  12. Original statement letter is not in the process of legal remedies in the form of objections or administrative appeals for severe disciplinary punishment

  13. Original statement letter is not currently in the period of service bond / work bond with the original university or other institutions

  14. Legalised Civil Servant Candidate Decree, Civil Servant Decree, and Decree in the last rank

  15. Legalised diplomas and transcripts of S1, S2 and S3

  16. SKP for the last 2 (two) years legalised

From USU to Outside USU

Terms:

  1. Original letter of request to move addressed to the Minister of Education, Culture, Research and Technology of the Republic of Indonesia (signed on a 10,000 stamp)

  2. Approval Letter from Head of Work Unit

  3. Approval Letter to release from USU Rector

Alur Pelayanan

  1. Submitting a proposal to his/her original leader to obtain permission to leave

  2. The leader concerned reviews the proposal to move with due regard to the requirements

  3. The person concerned makes an application for a proposal to move to the leader of the intended state university (USU)

  4. In the event that the proposal to move as intended does not meet the requirements, the leader of the intended state university submits a rejection letter to the person concerned

  5. If the requirements are met, the head of the intended state university issues an approval letter and submits the proposal to the Secretary General (Ministry of Education and Culture)

  6. The Secretary General submits the transfer proposal to the Director General for technical considerations

  7. Evaluation by the Secretary General, if rejected, then submit a rejection letter to the leader of the intended state university. If accepted, the Director General issues a recommendation to the Secretary General

  8. The Secretary General issues a Ministerial Decree on the transfer of Lecturers if the person concerned is in the same ministry

  9. The Secretary General forwards to the central BKN to obtain technical approval if the lecturer is outside the ministry.

  10. The Ministerial Decree is delivered to the Lecturer concerned through the head of the intended state university
