By the Government Regulation Number 16 of 2014 concerning the Statutes of the Universitas Sumatera Utara article 25 paragraph (5), which states that "administrative implementers consist of administrative implementing bureaus at organizational units at the University level, implementers at the Faculty level, or other Work Units. The Human Resources Bureau (HR) of the Universitas Sumatera Utara (USU), as one of the Administrative Executing Bureaus at the University level organizational unit, plays a role in managing Human Resources consisting of Permanent Civil Servants (PNS) Educators, Permanent Education Personnel Civil Servants, Non-PNS Non-Permanent Educators (Lecturers), and Non-PNS Non-Permanent Education Personnel, by their duties and functions in carrying out various activities in the field of personnel administration management, planning and development, as well as activities in the area of human resource welfare within USU. The Human Resources Bureau is led by a Head (Bureau Head) and is under and responsible to Vice-Rector II. In carrying out its role of managing personnel administration, planning and development and other activities in the field of human resource welfare, the Human Resources Bureau of the Universitas Sumatera Utara consists of 2 (two) sections, namely the Personnel Section and the Development and Welfare Section.
